About the Chief Digital and Artificial Intelligence Office 

The Chief Digital and Artificial Intelligence Office (CDAO) is a Principal Staff Assistant (PSA) responsible for the acceleration of the adoption of data, analytics, and Artificial Intelligence (AI) to generate decision advantage across the Department of Defense (DoD). The Joint Artificial Intelligence Center (JAIC), Defense Digital Services (DDS), Chief Data Office (CDO), and forward-leaning programs of record including Advana have officially joined together to form one organization – the CDAO! The CDAO is established to enable the Military Departments and Services, Joint Staff, Combatant Commands (CCMDs), Office of the Secretary of Defense (OSD), and other DoD Components, to swiftly introduce new capabilities and effectively experiment with new operational concepts in support of DoD's warfighting missions.

The Chief Digital and Artificial Intelligence Officer is responsible for the acceleration of the adoption of data, analytics, and AI to generate decision advantage across the Department of Defense. This position serves as a Program Manager in the Operational Capabilities Branch to evaluate, develop, deploy, and maintain a set of integrated, re-usable, standardized services to deliver infrastructure and AI/ML development tools, to support data, analytics, and AI applications to the Department.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. The pay grade for this role is GG 15.

This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.

This role will close for submissions on June 29th, 2023.

What you'll do here:

  • Serves as a senior advisor and deputy to the Executive Director, RMO in managing and executing resource management activities in support of the Planning, Programming, Budget and Execution (PPBE) processes, contract and personnel management and audit related activities to ensure the CDAO complies with federal, DoD and OSD laws, regulations and policies.
  • Provides recommendations regarding future direction for improving business processes, organizational structures, developing concepts impacting long and short-term policy, goals, objectives, and recommending methods to achieve them.
  • Represents the Executive Director at senior level meetings and is responsible for the overall day-to-day operations of the RMO.
  • Develops metrics and standards for evaluating program operations systematically and provides analysis of these results to ensure appropriate and timely implementation and results that support RMO mission requirements.
  • Exercises independent judgment and leadership in accomplishing overall program goals and objectives, anticipating problem areas and establishing new or improved techniques to address these challenges.

  • This position is subject to provisions of the WHS/OSD PPP Pilot Program.
  • A three year trial period may be required if not previously completed a trial or probationary period in the excepted or competitive service.
